Terms of Reference for the Bells Advisory Committee

1.0 Purpose

The principal means by which The Association implements its Objective 4.

2.0 Recipients of Advice

2.1 The Association General Committee.
2.2 PCCs (having first requested advice in writing).
2.3 Association members, principally Tower Captains and Steeple Keepers.

3.0 Advice Given

3.1 To the Association General Committee:

• make recommendations for award of grants / loans to PCCs
• status of all major bell projects in the Diocese.

3.2 To PCCs:

• technical advice on the status of bell installations and recommendations for improvements
• recommend sources of DIY assistance where appropriate
• feasibility studies for alterations to bell installations
• advice on quotations received from bell hangers
• information regarding Association grants and loans
• advice for securing funding from other sources
• technical support for local management of bell projects
• technical approval of work carried out by bell hangers and / or others.

3.3 Association Members:

• technical advice on the status of bell installations and recommendations for improvements
• recommend sources of DIY assistance where appropriate
• training in maintenance of bell installations.

4.0 Eligible Members

The Committee will consist of members as specified in the Association’s rules. Presently these are:

4.1 Elected Officers of The Association:

• Hon Secretary to the Bell Repair Fund
• Hon Treasurer to the Bell Repair Fund
• Bell Consultants.

4.2 One member from each of the four Districts.

Note – employees in the bell hanging trade will not be eligible for membership.
Observers (e.g. the DAC Bells Adviser) may be invited to the meeting.

5.0 Committee Management

• The Committee will elect a Chairman who must be one of the Association’s Elected Officers listed in (4.1).
• The Committee will elect a Secretary.

6.0 The Four District Members

• Their role is to improve communication between the grass roots of each district and the committee. It is expected that this will encourage an even greater and perhaps more effectively focussed desire for improving the stock of bells in the Derby Diocese.
• They will make a valuable contribution to committee discussions and decisions.

7.0 The Observers

• They may be invited to make a contribution to committee discussions.
